New decree on the liability of nuclear operators

Emirati authorities are planning a bill pertaining to the nuclear liability of power suppliers. According to the provisions of the 1997 Vienna Convention, the operator is the sole responsible in the event of a claim. The convention also provided for the level of financial security that the operator is required to maintain. The new local decree has stated the operator’s maximum liability at 2.5 billion AED (680.7 million USD). The Federal Authority of Nuclear Regulation (FANR) will be entrusted with the enforcement of the law. The decree will be submitted to the International Atomic Energy Agency for validation. This procedure is designed to ensure that the new regulation is consistent with the standards set by the international competent authority in this field.
