Transformers, supplying Manhattan, have been severely affected, leaving much of the neighborhood without power for weeks. Water treatment plants were out of order, hospitals closed, subway flooded and some lines still disrupted to-date.
As a result, the City Council has taken preventive measures, the most important of which are changing building rules in flood-risk zones, dumping sand on the most vulnerable shores and the signing of a power supply agreement with Con Edison.
