Despite the compulsory character of insurance against natural catastrophes, the overall underwritings do not exceed 2% of the sector's turnover in 2008-2009. Only 10% of the dwellings are insured though the cost of the cover remains very affordable. To make up for the population apathy, the Conseil National des Assurances (CNA) has incited the authorities to require citizens paying their water, electricity and telephone bills to show a natural catastrophe insurance contract.
So far, such contract is required only on a property transaction or during the submission of fiscal balance sheets. Natural catastrophes insurance is suffering from the lack of information and communication among the population. The lack of trust toward insurers is also another factor accounting for this situation.
