The National Interdepartmental Observatory on Road Safety [4] (ONISR) recorded a total of 80 395 offences for lack of insurance in 2017. The offence for lack of insurance is the 4th cause of traffic offences in France. It accounts, alone , for 13.5% of the total traffic offences, after the hit and run (29%), blood alcohol (21%) and the lack of a driver's licence (19%).
The entry into force of the insured vehicle file (FVA) as from January 2019, would improve the indicators especially in the event of driving without insurance.According to ONISR, 5.6% of fatal accidents and 4.4% of bodily injuries involve uninsured vehicles.
Managed by AGIRA (Association for the management of risk information in insurance) FVA's objective is to combat non-insurance, facilitate investigations in the event of a feleeing after accident, theft or smoggling and finally to build better statistical knowledge of the motor fleet.
As a reminder, FVA was approved in 2015 by the Interministerial Committee on Road Safety and introduced in 2016 in the law of modernization of Justice of the 21st century.
