New project including a bonus-malus clause for motor insurance

BMA submits a bill including a bonus and malus clause. The new grading caters for good drivers providing them with a mandatory reduction of tariff possibly reaching 20%. As to bad drivers, a freely applicable surcharge rate will affect them with a 100% threshold of the premium in reference.
