Project for the establishment of a fund for road accidents

The Road Transport and Safety Agency (RTSA) has proposed the creation of a fund designed to compensate victims of road accidents. The existing compensations under the third party liability scheme are deemed insufficient. The law in force provides for 60 million ZMK (11 574 USD) per accident, which is quite below the cost of living.
RTSA has suggested the financing of this fund by levying a 2% tax on fuel. According to this scheme, victims of road accidents would no longer be under the obligation to clear themselves of responsibility in order to receive compensation. This proposal follows the terrible accident of February 7 which claimed the lives of 54 people.
